Overview
Since 2015, I have served as Chief Epidemiologist at the Baltimore City Health Department (BCHD) (email darcy.phelan@baltimorecity.gov, 410-361-9580). My position is shared between the Bloomberg School of Public Health and the City of Baltimore. I joined the faculty of the Department of Epidemiology in 2009.
As Chief Epidemiologist at BCHD, my focus is the generation of findings to drive decision-making and evaluation. I have led several innovative epidemiologic approaches in surveillance systems, small-area analyses, and reporting. As a member of the Committee on Informing the Selection of Leading Health Indicators for Healthy People 2030 in 2019-2020, I was the only member working within a health department or government setting. In BCHD’s COVID-19 response, I lead the team responsible for analyzing and reporting on COVID-19 cases, deaths, testing, hospitalizations, and vaccinations.
I taught the Fundamentals of Epidemiology (AS.280.350) course in the Johns Hopkins Undergraduate Program for Public Health Studies between 2010 and 2017. Currently, I give guest lectures in courses at the Bloomberg School of Public Health, the Johns Hopkins School of Medicine, and other universities.
